Consolidated Appropriations Act

Highlighted reforms that will impact dental practices

The Consolidated Appropriations Act of 2021 involves funding for federal programs and several COVID relief reforms that impact the Paycheck Protection Program (PPP) and forgiveness process.

  • A second round of PPP loans will be available for small businesses that can demonstrate a loss of 25% of gross receipts in any quarter during 2020 when compared to the same quarter in 2019.
  • PPP funds can be used to purchase personal protective equipment or to cover the cost of facility modifications that were made to mitigate the transmission of COVID-19.
  • PPP forgiveness amount will no longer be reduced by any EIDL (Economic Injury Disaster Loan) grant amount the PPP borrower received.
  • Expenses paid for with PPP loan funds that have been, or are expected to be, forgiven are now eligible for deductibility for tax purposes.
  • PPP loans of $150,000 or less will have a much more streamlined, one-page, application form to file for forgiveness.
  • Entities are eligible to apply for new or additional PPP loans if they have 300 employees or less and can illustrate a 25% reduction in revenue in any quarter of 2020.
  • PPP borrowers can now take advantage of the Employee Retention Tax Credit (ERTC).
